Hot Topics are selected for each user on the following criteria:
Hot Topics specific to schemes the user is a member of are chosen first
Hot Topics are ordered with the most recently modified at the top
If a user does not have 3 Hot Topics from their schemes the remaining slots will be filled from the generic scheme
